The move is meant to quicken the National Environmental Policy Act and, in keeping with President Donald Trump’s larger goals, make government more efficient. But the move could leave federal agencies with a patchwork of regulations and leave environmental reviews vulnerable to environmentalists’ challenges, lawyers said.
